Rich has spent his 25 plus year career in the area where the subsidized multifamily housing market and energy efficiency markets intersect. This span includes assisting hundreds of state and federally subsidized housing agencies with goals as simple as completing energy audits and utility allowance studies to as complex as implementing $350 million in energy and water efficiency upgrades. He has been certified as an expert witness in utility allowance litigation and is generally considered one of the foremost national experts on the US Department of Housing and Urban Development's (HUD’s) utility reduction incentives and the Energy Performance Contracting (EPC) processes with subsidized federal housing.
During his term at a leading Energy Services Company, he was responsible for the development and implementation of over $350 million in EPCs with public housing authorities. Through these HUD incentives, Rich has demonstrated proficiency with maximizing subsidy flow, utility allowance regulations, Capital Fund Program (CFP) management, and all technical aspects of operations at a public housing authority (PHA). Rich has also conducted Rental Assistance Demonstration (RAD) thought leadership events and spoken numerous times at conferences regarding all aspects of EPCs and how they impact multi-family housing properties, including public housing authorities.
Rich started his professional career in Atlanta, GA, but moved back to his hometown of Syracuse, NY, in 2005 with his wife and three children. In 2016, Rich started EPC Solutions, LLC with a mission of directly assisting the multifamily housing community navigate all areas of energy conservation opportunities.
